Rosa Lee “Rosie” Bichell (she/her/hers) is a Program Director in the Disability Rights Program at Legal Aid at Work, where she advocates to dismantle ableism, promote equity and inclusion of low-wage workers with disabilities, and respond to the impact on low-wage workers of large-scale disabling events. 

Prior to joining Legal Aid at Work in 2025, Rosie was a Staff Attorney at Disability Rights Advocates, where she worked on intersectional advocacy and impact litigation on behalf of people with disabilities in various areas of life, including education, incarceration, employment, interactions with state agencies, and voting. At DRA, she worked on multiple impact litigation cases challenging the carceral state including: Fraihat et al. v. ICE, a lawsuit challenging the conditions of immigration detention which led to the release of over 60,000 individuals from detention during the COVID-19 pandemic; Anthony et al. v. NY State Dept. of Corrections, a class action challenging the state’s violations of a statute meant to drastically reduce the use of solitary confinement in NY prisons, especially for people with disabilities; and structured negotiations with a county to dismantle systems contributing to the disproportionate detention of youth with mental health and behavioral disabilities in their juvenile hall. 

Rosie received her J.D. in 2019 from Harvard Law School and her undergraduate degree from Georgetown University. She is admitted to practice in California and Colorado.

Outside of work, Rosie enjoys reading novels, playing games with her niblings, and being outside with her partner and two dogs.
